Kent, It's locked to what we call in Toronto a 'post and ring'. These were provided en masse (over 10,000) by the City of Toronto when the the old parking meters were replaced over the last few years.
Looks. Oh, no. I have not finished installing the front brake yet. For now they're just comfortable for riding. Besides the bike would look better without them. Good eye!

Remeber dude how easy those coaster brakes fail on older axels keep a front brake on just in case
