"According to Daniel Egan, Toronto's manager of pedestrian and cycling infrastructure, the city has so far built 238 kilometres of bike lanes, off-road paths and routes on shared roads. "We haven't spent as much money as anticipated, but we've definitely progressed from the pre-bike-plan days," he says."

He is your answer. It took 110 years to build 138kms of bike routes. That is 1.26 kms a year.
