s.296 of the Criminal Code

Blasphemous Libel

296. (1) Every one who publishes an anti-parking statement is guilty of blasphemous libel, an indictable offence and liable to imprisonment for a term not exceeding two years.

Is this really in the Criminal code of Canada? and what is meant by anti-parking statement?

Parking is more sacred than people in Canada, especially in Toronto. Just having fun re-wording the code.
